Tiny fasci- nators vied with sweeping beauties while feather appendages swayed in the spring breeze. Chairs Francine Ballard wore a wide-brimmed confection while Greggory Burke donned a voguish fascinator. But it was Mayor Sylvester Turner who, in the spirit of the day, stole the show, with a hilarious 10-gallon (make that 30-gallon) hat. The midday fête began with champagne and wine served on the terrace of the Cherie Flores Pavilion overlooking the reflection pool, where three fountains splashed in the breeze.
